Thomas Malthus was one of the first scientists to investigate the principles of population growth and the concept of carrying capacity. Malthus acknowledged that if a population became too large, surpassing its carrying capacity, it would eventually be checked by what is known as a Malthusian catastrophe (i.e. famine and disease). They received two offers. DHS chose the lowest bid from a company called CNSI. CNSI had no experience with a Medicaid system. When trying to build this new system there was very little communication between CNSI and the medical experts. In 2003 the new governor John Baldacci merged the Department of Behavioral and Developmental Services with the Department of Human Services in the new Department of Health and Human Services (Oz, 2009). In doing this the new system was a disaster. The claims were being denied and medical providers had to take out loans and some had to close their businesses because of no payments. DHHS fell so far behind due to the system they had to hire more experts. Instead of the system costing $15 million they had to pay out $70 million and they were six years behind. Were there any factors that contributed to the project failure which were not the fault of the project team and its leaders? There were several factors that played a roll in the project failure. The first issue was the fact that they only had two RFPââ¬â¢s and the states head of procurement that chose the lower of the two bids. When making the decision he/she didnââ¬â¢t hold in account that they didnââ¬â¢t conduct any type of research for either company, they checked no references, they checked no past projects of CNSI, and left no room for negotiations for the more experienced company. By choosing CNSI because of the lower bid they took a very big risk. The project team and leaders werenââ¬â¢t the biggest factor in this disaster. The new governor was. When he chose to merge systems from several departments in the attempt to save money he made the project cost go from $15 million to $22 million because the project team had to go back and rework the project they had already started for only DHS. Some critics said that the fact that only two bidders made offers, and that the price quotes were so different, should have alerted DHS that either the RFP was unrealistic or that the low bidder could not develop the system properly. What is your opinion? They totally could have taking the additional measures in submitting more than two RFPââ¬â¢s. It is very important to ââ¬Å"avoid nebulous, unprioritized requirements, and never used canned RFPââ¬â¢sâ⬠(Byrne, 2010). RFPââ¬â¢s are sometimes not cost effective for vendors where they may not make the profit margin they hope to, so not as many are responding to them as in the years past (Byrne, 2010). DHHS should have made sure that listed all requirements they needed very clear so that potential companies could have offered up bids. They may have received bids from companies that had the experience and knowledge needed to make sure the system was correctly. In actuality DHHS paid twice the amount of the bid from Keane. Some states decided to continue to use their old (legacy) Medicaid claim systems, update them, and provide a Web link to the system, instead of developing a new system. What are the advantages of this approach? There are several advantages that this approach would have shown such as: â⬠¢ The legacy system will still contain all the old medical information. â⬠¢ Old claims are still able to be accessed and researched with the legacy system. The legacy system is not likely to have the same problems occur that a new system is expected to. By updating the legacy system can cut down on the cost and time that it would take for a new system. â⬠¢ ââ¬Å"Investment in a new system would not justify the improved features because the old systems have some advantage that cannot be obtained from newer systemsâ⬠(Oz, 2009) In many cases organizations decide to convert to a new IS by cutting over. In what sense was the cutover in this case riskier than in other such conversions? As for DHHS they chose to build a new system unlike most states that chose to only integrate their systems so they met HIPAA requirements. By choosing to build a new system they would have no access to the legacy system and all information would now become extinct once the cut over occurred. By DHHS rushing the conversion they in turn were not ready for the cut over and in turn also fell behind on the agreed schedule. By this occurring and the merging of departments the IT department was cut in half and no one discussed what the other was doing. Also, there was no one from HIPAA on the committee to begin with to approve and assist with all programming rules and regulations (Oz, 2009). Recommendations: There are several ways that DHHS could have conducted this conversion. My recommendations are as follows: (1) A project team should have been selected before the RFPââ¬â¢s were to be processed. (2) DHHS should have made some efforts to negotiate with Keane seeing that they were more qualified out of the two. (3) DHHS should have conducted more research on the companies that offered the bids. (4) DHHS should have conducted research on other states that just integrated their system to see if it worked for them. 5) DHHS should have used the agile project management model so that there could be open lines of communication and room for any changes that needed to be made. They would have been able to test their work every two to three weeks to see what worked for them and what didnââ¬â¢t. (6) The project teams should have worked together and shared all ideas instead of working separate. These are my recommendations. As of today DHHS no longer uses the CNSI systems. ââ¬Å"As a result of certification, MIHMS has been found to meet the standards of CMS for a certified claims management system.This will allow Maine to claim 75% reimbursement for ongoing operations retroactive to Sept 1, 2010-the date that the system began processing claims.

Liberace Biography and Profile Wladziu Valentino Liberace ( May 16, 1919 - February 4, 1987 ) was a child piano prodigy who became a star of live concerts, television, and recordings. Early Life Liberace was born in the Milwaukee suburb of West Allis, Wisconsin. His father was an Italian immigrant, and his mother was of Polish descent. Liberace began playing the piano at age 4, and his prodigious talent was discovered at an early age. At age 8, Liberace met the legendary Polish pianist Ignacy Paderewski backstage at a Pabst Theater concert in Milwaukee. As a teenager in the Great Depression, Liberace earned money performing in cabarets and strip clubs despite disapproval from his parents. At age 20, he performed Liszts Second Piano Concerto with the Chicago Symphony Orchestra at the Pabst Theater and subsequently toured the MIdwest as a piano player. Personal Life Liberace often hid his private life as a gay man by allowing public stories about romantic involvement with women to gain traction. In 2011, actress Betty White, a close friend, stated that Liberace was gay and she was often used by his managers to counter homosexual rumors. In the late 1950s, he sued the U.K. newspaper Daily Mirror for libel after it published statements implying that he was gay. He won the case in 1959 and received more than $20,000 in damages. In 1982, Liberaces 22-year-old former chauffeur and live-in lover of five years Scott Thorson sued him for $113 million in palimony after he was fired. Liberace continued to insist that he wasnt gay, and the case was settled out of court in 1986 with Thorson receiving $75,000, three cars, and three pet dogs. During the interview, he hinted that he might be sick. Liberace died of complications of AIDS on February 4, 1987, at his home in Palm Springs, California. At first, a range of causes of death were publicized, but the Riverside County coroner performed an autopsy and declared that those close to Liberace conspired to hide the real cause of death. The coroner stated it was pneumonia as a complication of AIDS. Liberace was buried at Forest Lawn, Hollywood Hills Cemetery in Los Angeles, California. Legacy Liberace achieved his fame in a fashion unique to his own personal style. His presentation of shows as a piano-playing entertainer borrowed from classical music traditions, flamboyant circus-style shows, and the intimacy of piano bars. Liberace maintained an unparalleled connection to his core audience. Liberace is also recognized as an icon among gay entertainers. Although he fought against being labeled as homosexual during his lifetime, his sexual orientation was widely discussed and recognized. This is due to the fact that miscommunication is a common scenario. Even the simplest factors can be the cause of misunderstandings. What is the norm of a person can be unacceptable to the other. These aspects are not limited to significant issues such as religion, norms, values, financial issues, social status, and the outlook in like specially those dealing with the nurturing and developing of the children. Issues also revolve around simple subjects and points of discussion such as the food, the duties of the couple, the clothes, the priorities, and even the friends and the social activities (Romano, 1997). These factors describe every aspect of the life that is being shared by the couple. In this view that defines a variety of facet that has a high percentage of divergence, it can be viewed that misinterpretation is inevitable. Thus, the couple exerts an extra amount of work to be able to completely understand each other and attain a successful marriage. Success in terms of marriage can be equated to the contentment and fulfillment that an individual can achieve from a relationship. Intercultural relationship is a complex process due to the fact that the success of the relationship is a product of the interplay of the complex factors associated with the dissimilar origin. Women appease to this set-up due to the strong sense of duty that is given to the norms of the family (Romano, 1997). Although as the results of the study have shown that women usually take a bigger role and experience a higher degree of change in their personal life, both parties have to sacrifice a part of their well being to be able to attain a compromise and achieve a successful life together. Norms and traditions are essential part of every personââ¬â¢s well being and compromising in an intercultural relationship may also mean losing a part of oneââ¬â¢s way of life. Thus, it is a struggle to maintain this type interpersonal relationship. One of the struggles that can be encountered is unconventional traditions than can be unacceptable and detestable to the partner. In cases such as this additional communication and ultimately understanding is required. Communication is necessary due to the fact performing such activities and practices are common to the partner and cannot be viewed negatively, thus, any harm done to the other person was not consciously performed. Intercultural communication is an essential and vital element in the relationship of individuals in the society and the world. It applies to every conversation, every transactions and every variation in character and culture, thus, it is worth a try to be able to attain the wanted intercultural marriage success and contentment (Casmir, 1997). Conclusion Based on the result of the research conducted, there is an increase in the efforts that is required from couples of different norms and traditions to be able to attain success in an intercultural marriage. This means a comparatively more trials and obstacles to overcome on every aspect of the relationship and each individualââ¬â¢s personal being. Mill begins his book on Utilitarianism by laying out some basic ethical and philosophical ideas. From what I have read in his book I believe that Utilitarianism can be defined as the idea that humans should make decisions based on the ability to promote the most happiness to them. Another way to say it would be that Utilitarianism states that a good decision is what brings the most happiness to the most people. Archimedes was the first to find the tangent to a curve, other than a circle, in a method akin to differential calculus. While studying the spiral, he separated a pointââ¬â¢s motion into two components, one radial motion component and one circular motion component, and then continued to add the two component motions together, thereby finding the tangent to the curve. The pioneers of the calculus such as Isaac Barrow and Johann Bernoulli were diligent students of Archimedes; see for instance C. S. Roero (1983). Before Newton and Leibniz, the word ââ¬Å"calculusâ⬠was a general term used to refer to anybody of mathematics, but in the following years, ââ¬Å"calculusâ⬠became a popular term for a field of mathematics based upon their insights. The purpose of this section is to examine Newton and Leibnizââ¬â¢s investigations into the developing field of infinitesimal calculus. Specific importance will be put on the justification and descriptive terms which they used in an attempt to understand calculus as they themselves conceived it. By the middle of the seventeenth century, European mathematics had changed its primary repository of knowledge. In comparison to the last century which maintained Hellenistic mathematics as the starting point for research, Newton, Leibniz and their contemporaries increasingly looked towards the works of more modern thinkers. Europe had become home to a burgeoning mathematical community and with the advent of enhanced institutional and organizational bases a new level of organization and academic integration was being achieved. Importantly, however, the community lacked formalism; instead it consisted of a disordered mass of various methods, techniques, notations, theories, and paradoxes. Newton came to calculus as part of his investigations in physics and geometry. He viewed calculus as the scientific description of the generation of motion and magnitudes. In comparison, Leibniz focused on the tangent problem and came to believe that calculus was a metaphysical explanation of change. Importantly, the core of their insight was the formalization of the inverse properties between the integral and the differential. This insight had been anticipated by their predecessors, but they were the first to conceive calculus as a system in which new rhetoric and descriptive terms were created. Their unique discoveries lay not only in their imagination, but also in their ability to synthesize the insights around them into a universal algorithmic process, thereby forming a new mathematical system.
